Dr. Foye attended St. Peter's College, where he received his undergraduate degree. He earned his graduate degree from the University College in Dublin, Ireland. He completed his obstetrics and gynecology residency training at Kings County Medical Center.

Board-certified in obstetrics and gynecology and maternal fetal medicine, Dr. Foye has special interest in high-risk obstetrics. He is a Fellow of the American College of Obstetrics and Gynecology, director of Maternal Fetal Medicine at Danbury Hospital, president of the Connecticut section of American Board of Obstetrics and Gynecology, president of the Connecticut Perinatal Association and the president of the Fairfield County Ob-Gyn Society.

Dr. Foye joined Candlewood Center for Women's Health in 1970.
